What is Adult Foster Care?
Adult Foster Care allows you to be welcomed into a family’s home and share life with them through their services and support. These families (called “adult foster families”) are reliable, responsible and able to build and maintain good social relationships. This service is funded by Indiana’s Developmental Disability (DD) and Autism waivers.

You get to share life with people who care about you so much they call you a part of their family. In Adult Foster Care you are not just one of many consumers your provider has to care for each day. Instead, you are the only person your foster family cares for, and this close relationship allows them to know everything from your favorite color to your favorite kind of pizza. Adult Foster Care also allows you to see new things, meet new people and grow new friendships, all while living with your foster family in the comfort of their home!
Who qualifies for Adult Foster Care? (Eligibility)
Adult Foster Care is funded by the State of Indiana for persons with a developmental disability. This means it is free to you if you meet “Level of Care” requirements!
What are the benefits of Adult Foster Care?
You get to live with a caring, compassionate family that truly understands you. Your bond with them is created by sharing everyday activities such as hiking, pumpkin-carving and many other things. You also do not have to worry about different staff coming and going, quitting, switching jobs, etc. You will have the same family providing you services every day, allowing them to learn and know all of your specific needs, preferences and desires.
What is your "Circle of Support?"
Adult Foster Care is not complicated for you, as we use your guidance to create a “Circle of Support” that best supports your wants and needs. The “Circle of Support” brings together your entire community (doctors, family, foster family, case managers, friends, etc.) to help you stay safe, healthy and happy.
Your “Circle of Support” is your foster family’s reference guide. It gives them the resources to:
- Keep you safe
- Help you with health and medical procedures
- Challenge your learning and capabilities
- Develop your social skills
- Provide emotional support
- Allow you to spend time doing your favorite activities
How does Adult Foster Care work?
- We give you the information you need to make important decisions.
- You identify your hopes and dreams of the future.
- We set long-term goals to help you meet these hopes and dreams.
- We develop an “action plan” to guide the selection of appropriate service providers and support.
- We identify and interview your potential service providers.
- When the selection of a potential provider has been made and you are comfortable with your “match” we begin the placement process which eases you into the relationship with your adult foster family.
- The adult foster family visits you in the place where you are presently living.
- You visit your adult foster family for lunch, dinner or other casual meeting.
- You stay with the family overnight (or for a whole weekend).
- Your support team meets to assist you in making an informed decision about permanently living with the adult foster family.
- Your “Level of Care” is updated, if necessary, and your “cost comparison” and “community living” budgets are completed by your support team.
- The Adult Foster Care coordinator provides the adult foster family with appropriate training. During this training process the family is taught how to carry out your “Individualized Support Plan” and daily activities, and they are also taught how to accommodate your preferences.
- You, your adult foster family and the Adult Foster Care coordinator all agree on the moving date, which of your belongings need to be moved and any other moving details.
- You move in with your adult foster family, and follow-along begins with weekly visits from your case manager for the first 30 days (longer if needed), and then monthly for the next 90 days.
- You are continually monitored to ensure your satisfaction in the quality and responsiveness of the services being provided.

Most Adult Foster Care providers only perform criminal background checks in the adult foster family’s county and state of residence. Although county and state background checks are important, they do not trace criminal records from states outside the family’s state of residence. An adult foster family is not automatically assigned to you at Factors. Instead, your case manager allows you (or your guardian) to pick the family of your choice from those available. You are given helpful advice and adult foster family “personal profiles” to aid in your selection. These “personal profiles” are short, helpful descriptions that give you basic information about each family. - Your “Personal Profile”
Your adult foster family is given your “personal profile” to help them learn more about you and take better care of you. This can include your likes, dislikes and basic information about you and your disability. - “Meaningful Days” EVERY Day
Although the state only requires “meaningful day” documentation from your adult foster family weekly, Factors requires it daily. This helps to ensure that your needs, wants and preferences are met on a daily basis, as the “meaningful day” schedule instructs.
