I have been looking for a case for a few weeks now, but without success. How often are the client needs posted?

The Requests for Services posted on the CareStar website are posted when the need for a provider is present so the cases that are posted could change daily. According to the Request for Services postings today there are 10 cases in Franklin county alone looking for a nurse

I have a self-pay home based care agency and was considering expanding into
Ohio. I have a few ohio certified nursing assistants interested in being providers for Ohio's passport waiver program. If my agency were to contract with CareStar to provide these services, would their CNA credentials be ok to provide these services as long as an Ohio licensed RN was approving their care plans and overseeing their services, etc. Your time and help is greatly

  • CareStar case manages the Ohio Home Care Wavier Core, Core Plus and Transitions Waiver Programs These are different and completely separate from Ohio Passport Waiver.
  • You are welcome to apply to become an Agency Provider and provide services to our Consumers but you must first be Medicare Certified or JCAHO or CHAPS accredited. For further instruction please Contact the CareStar Provider Enrollment office in the Region you will be serving. You may call 1-800-616-3718 or go to Request for Service on the CareStar Provider webpage to locate your region.
  • Currently there are two Provider types that may provide Daily Living Services. Aides and Non-Aides.  Aides (must be Ohio State Tested or Ohio Home Health Certified) and Non-Aide ( no certification or state testing is required) There are rules currently being proposed to take effect in July of this year that will mandate all Daily Living Service Providers be Certified, State Tested or Accredited.

I know a consumer that was thinking about taking me on independently but she is going through a home health agency and the agnecy told her if she stopped using them, she would have to pay them five thousand dollars. I want to know if they can charge her for anything, because she is on the medicaid waiver program. I would also like to know exactly what needs to be included in the consumer letter, just to make sure that I have it right. I'm trying to do this correctly, so I'm sorry for bothering you all the time. I also would like to know how long it would take for me to get my IP number once I had everything done. If you could please get back to me as soon as possible I would greatly appreciate it.

Consumers always have the choice to select and change Providers as they wish. Agencies can not charge consumers for selecting another Provider. Agencies can only bill for services they provide.  

The Consumer letter must come from the consumer, have the Consumers signature and request you by name to be a provider for the Consumer. CareStar will contact the Consumer and Case Manager to verify after receiving the letter.  

It takes on the average about 30days to get a Provider number if everything goes as expected.  

Please contact the CareStar Provider Enrollment Office in your Region as they will be glad to assist you further and start the application process.

I am a RN currently working for a carestar client through an agency. The client is dissatisfied with his current live-in caregivers and has inquired about living with me. I was wondering- If I become an independent provider, would I be able to provide services to a client who lives in my home? Thank you for your time.
We would encourage anyone considering becoming a Provider to read and understand the Ohio Administrative Code as it relates Ohio Home Care Providers and Consumer Care.

The rules can be found on the CareStar website Provider Page under the "Find it Fast" column.

Please consider 5101:3-1-01 of the Administrative Code states the following

Engage in behavior that constitutes a conflict of interest or takes advantage of or manipulates ODJFS-administered waiver program rules resulting in an unintended advantage for personal gain; or that has detrimental results for the consumer, their family, caregiver and/or another provider.
ODJFS-administered waiver service providers shall deliver services professionally, respectfully, and legally, and during the provision of authorized services,

shall not engage in unprofessional, disrespectful or illegal behavior that includes, but is not limited to the following:

Consuming the consumer's food and/or drink, or using the consumer's personal property without the consumer's offer and consent.

Bringing children, pets, friends, relatives, or anyone else to the consumer's place of residence.

Taking the consumer to the provider's place of residence.

I think that Supervising RN's should have to work at least one day a month on each case that they are on so they are aware of the care the client is recieving and the way that it is being done.  They should also recieve their pay that way, LPN's should not be required to pay them.   I also feel that the policy that a consumer has the right to  30 day notice of termination of employment, but Caregivers have the right to no notice.  I have provided service to my client for 5 years and feel it would be unfair not to recieve at least a 2 week notice if my client chooses to terminate my services.  I have a family depending on my income too! (unless of course there was a safety issue)   I also feel that nurses should be able to get an IP number without a client first.  It is very difficult for clients to locate a replacement if an IP resigns a position.  When calling the list of IP's they already have cases!

The RN Supervisors responsibilities is set via the Ohio Administrative Code and at this time there is no  plan to change the reimbursement rules that would allow RN supervisors to bill for services unless they provide Nursing services authorized on the All service Plan.  

We can report that there is currently rules being proposed that would mandate RN supervisors to have more frequent face to face visits with the Consumers and the other care givers.  

If you feel there is a health or safety issue with a RN supervisor you should report this to the Case Manager immediately.  

Consumer health and safety is always the first concern for all of us. 

Consumers may give providers a notice of termination however you are correct that the Consumers are not required to give a notice.   The 30 day notice for consumers is set via the Ohio Administrative Code and is there to protect the Consumer from being left without a Provider of service. Consumers should not be required to continue poor or unacceptable services for any amount of time therefore they have the option of immediate termination of Providers.   

Nurses do not need a client before receiving a Provider application and Provider number however most do.

Hello, I have been on the new website and find it more difficult to navigate.  Where do I now find the Ohio Home Care Rules? I am fairly good with the computer.  I feel if it is difficult for me to find information, it will be difficult for others.

THE AIDES ARE HAVING PROBLEM KEEPING THEIR STNA LICENSE BECAUSE WE DON'T HAVE A WAY TO CALL TO STATE SO THAT MEDICAID CAN VERYFITY THAT WE ARE WORKING FOR MEDICAID. THE STATE WANTS SOME KIND OF NUMBER FOR THE COMPANY. THE AIDES ARE REQUIRE TO HAVE 12 HOURS OF INSERVICE DEALING WITH HEALTH CARE ISSUE IN ORDER TO KEEP OUR  LICENSE. CAN SOMEONE PLEASE HELP US.

  3. CareStar is currently developing some educational services that may be able to assist you with your educational needs and requirements in the future.
  4. Basically at this time for an Aide to keep their certification they need to work for a Nursing Facility or Agency to obtain the documentation that they met the requirement for hours worked and educational in-services received.

I am the owner of a Home Health Agency and I want to provide services to individuals who are on the Medicaid Program for the State of Ohio.  I have aides and non-aides that I would like to send out to take care of individuals who are on the Medicaid program and be able to have the State of Ohio reimburse me for those services.  What do I need to do to become a provider. 

In order to become an Agency Provider for the Medicaid Transition Waiver Consumers the agency must either Medicare Certified, Chaps accredited or JCACO accredited.  

If your agency is certified or accredited through one of those organizations you may apply to become an  Agency Provider for the Ohio Medicaid Transition Waiver Consumers.

Please contact me at your earliest convience, I have my R.N. provider number and am really finding it hard to find cases. I live in Athens county, but have been looking at surrounding counties. I hope you can help.

I am pleased to inform you that CareStar has a "Request for Service" section on the CareStar website that allows you to view and respond to cases needing providers.  

You are listed as providing service for Athens county only. If you are willing to service other counties please contact the CareStar office in your region and ask Provider Enrollment to add the counties you are willing to serve to your database information sheet.

This will allow the Consumers to find you by utilizing the " Find a Provider " section on the Care Star website.

Hi I would like to apply for state approval on becoming a home health stna, but I can't seem to find the application on your site.  I was told about this program from another stna and she told me to go to carestar to apply.

The application you request is not availble on-line however you may see the "Become a Provider" section of the CareStar website for further information. I was told that an explanation regarding funding changes, including the Core Plus program, that will be taking place this summer, were explained on this website. I have been unable to locate this information.  Could you please assist me?

Can you post the part of the city where the case is located?  It would save so much time for all involved & place care at the consumers more efficiently.
Consumer safety and welfare are always the first priority and being too specific would violate HIPAA regulations. This information could be used by almost anyone to identify Consumers.

We understand your concerns, and to be helpful, we
recently changed the Request for Service listing to include county, zip code and area code.

"I am an IP who lives in very small town of only a couple thousand residents.  Of the four cases I work on, NONE of them are in the county I live in, let alone the town.  The current format of the "Find A Provider" section lists my name in ONLY the small "ville" where I live.

The previous format gave me the option to choose which counties I would be willing to work and gave a list of ALL providers agreeing to service that county, thus giving the consumers
more options".

Because of your suggestion we changed the Provider listing to list all Counties Served.

Just a quick note to say... WOW!!! Nice web site. I really like the updated site!! I'm looking forward to the FORMS section being accessible. Being an IP has been a real challenge trying to figure out just what is needed/acceptable as far as the forms go! Thanks to all who are obviously working so hard on the new web site!
