| The
primary mission of the Emergency Management Agency (EMA) is
to save lives and protect property in the event of a man-made
or natural disaster. The secondary mission of the EMA is to
restore public services and to expedite the recovery and rehabilitation
of individuals in the event of large-scale disasters. These
objectives are met by conducting coordinated operations throughout
the four phases of Emergency Management: mitigation,
preparedness, response and recovery.
Mitigation:
the process of eliminating or reducing the probability of
occurrence of an emergency or disaster. Mitigation activities
should be considered long before an emergency occurs.
Preparedness:
the planning stage which insures the most effective, efficient
response, efforts to minimize damages and laying the groundwork
for response operations. Preparedness is an "insurance policy
" against emergencies.
Response:
provides emergency assistance for casualties, reduces the
probability or extent of secondary damage and other measures
that will enhance future recovery operations. Response is
the first phase that occurs after the onset of a
disaster.
Recovery:
the process of returning all systems, both formal and informal,
to normal. Recovery activities continue beyond the emergency
period immediately following the disaster and can be broken
down into short-term and long-term activities. |

About The Ability Center
The Ability Center is
a non-profit independent living center in Northwest Ohio. The Center
serves seven Ohio counties: Defiance, Fulton, Henry, Lucas, Ottawa,
Williams and Wood; with satellite offices in Defiance and Ottawa
counties.
Our Mission is: To assist
people with disabilities to live, work and socialize within a fully
accessible community. We do this by providing a variety of services
including: Information and Referral, Advocacy, Community Living,
Youth Services and Independent Living Skills Services, Peer Support,
and more.
The Center also provides
adaptive cooking classes, basic budgeting classes, instruction on
navigating local public transportation, minor disability-related
bathroom modifications and constructs access ramps for homes. The
Center also provides information and referral to local, state and
national disability and independent living resources.
The Ability Center assists
in the Individualized Education Plan (IEP) process for children
with disabilities in local schools and provides leadership training
and opportunities for adolescents with disabilities. The Center
links individuals with disabilities to local recreation activities,
as well as running Camp Cricket -- a summer day camp for children
with and without disabilities |

Student Achievement Program
The Juvenile Court, in
partnership with the Erie-Huron-Ottawa Educational Service Center,
the Ottawa County Department of Job and Family Services, the Mental
Health and Recovery Board of Erie and Ottawa Counties, and the Ottawa
County school districts runs the Ottawa County Student Achievement
Program (SAP). SAP is an educational alternative designed
to meet the academic requirements of students who need or desire
a learning environment different from the traditional classroom
but with similar supports. Students who may be credit deficient
or would benefit from the programs and services are given the opportunity
to enter the Student Achievement Program in order to make graduating
from high school a more attainable goal. The goals of SAP are to:
- Increase student achievement.
- Develop appropriate social skills.
- Develop appropriate academic study skills.
- Develop self-control and self-discipline.
- Maintain class assignments.
Through academic experiences
that stress early and frequent success, SAP creates a positive atmosphere
for learning. Personal growth, self-awareness, interpersonal
skills and responsibility for behavior will continually be emphasized
in every component of our program.Students’ academic needs
are addressed through the Virtual Learning Academy and they complete
all their courses online with the assistance of tutors in the classroom.
Educational speakers and field trips are scheduled weekly to provide
them real-life experiences and present them opportunities they would
not typically be exposed to. Additionally, students participate
in counseling, physical education, and team building activities.
Students are encouraged to be involved in their home school activities
such as athletics and clubs.The Student Achievement Program is a
quality program that offers students the opportunity to excel both
academically and personally in preparation for future career endeavors.
